Pavis Hero Wars
Pavis, the great city of the Zola Fel river valley, has been ruined and rebuilt.
Founded by a hero turned god, inhabited by many different peoples, Pavis is a
place of many secrets.
The following information was developed by Ian Thomson and Issaries,
Inc., with the much appreciated assistance of many other people,

Cultural Keywords
The inhabitants of Pavis come from many different cultures. The human residents
of New Pavis are recent immigrants, mostly of Heortling stock, and readers should refer
to Thunder Rebels
for details. Remnants of the original inhabitants of Old Pavis, which is now called
the Big Rubble, inhabit Old Town and other holdouts in the Rubble. The Zebra
Tribe is another remnant of the Imperial Age. The inhabitants of Sun County, just
to the south of Pavis, have endured hardship and conquest since that time, but have
survived in the manner taught by their god. The River Folk who live along the Zola
Fel are of much older stock, and claim that their ancestors lived in this land during
the Golden Age. Finally, among the elder races of the Big Rubble, the Pavic Dwarfs
stand out for their unusual cooperation with humans; readers should refer to Anaxial's Roster for their
cultural keyword.

In the grander scheme of things, there is no "Pavis Pantheon" as such; Pavis is not
the mighty ruler of an exclusive group of lesser gods. However, he is the caretaker
or overseer of this region, having gained custody of this part of the world through
his mythical questing into the Green Age. Most people consider Pavis to be a minor
deity of the Storm Tribe Pantheon, and so a part of the Religion of Orlanth and
Ernalda. To the traditional human residents of the city, however, the "Pavis Pantheon"
is a very real concept.
Their chief deity is Pavis himself, followed closely in power by his friend Flintnail,
standing at his side giving counsel. Directly beneath them are Opili the Defender
and Joraz Kyrem, the Captain of the Cavalry. In the third rank are the strongest or
closest allies: Zola Fel, Yelorna, Issaries, Orlanth, and Ernalda. There is also a fourth
rank in the perceptions of the locals, containing various gods who were once well-known
amongst them, and are still respected despite their lesser representation in current
society. These are Bevara, Humakt, Yelmalio, Chalana Arroy, Lhankor Mhy, and
Odayla.
Finally, there are local and foreign enemy entities who have each
stolen a place in the city, and are generally feared or despised by all. These deities
are not part of the "Pavis Pantheon." Instead, Pavis and the other deities provide the
framework to resist or deal with these enemy gods. They include Black Fang the Assassin,
the Hidden One (who leads the Hole Lords), and various gods of the nomads, trolls, and
Chaos. This category also includes entities conquered by Pavis who now serve him, such
as Oakfed Wildfire.
This is not a ranking system in terms of power (note Pavis at the top and Humakt at
the base, for instance). The "Pavis Pantheon’s" first three ranks represent an alliance of
priesthoods, working in mutual support for the advancement of their society. Among
them, the "Pavis Pantheon" represents their acceptance of this regional hierarchy. The
fourth rank is more of a historical hang-over, listing those cults whose presence in the
city was once marked, but which now have only minor roles. The fifth rank includes
enemy deities, albeit ones whose relationships with the "Pavis Pantheon" are occasionally
formalized, and thus not dangerous to most citizens most of the time.
The Urban Heortlings respect this hierarchy, but it is much less meaningful to them
than it is to the traditional humans of the Old City. The Heortlings acknowledge
Pavis as the ruling deity of their city because their priests say it is so. They view Pavis
as one of Orlanth’s administrators, seeing his link to Issaries as confirmation of his
loyalty to (and position within) the Storm Tribe Pantheon.
